President Reagan picked 10 Trilateralists for his transition team, and included in his administration such Trilateralists as Vice President George Bush, Defense Secretary Caspar Weinberger, U.S. Trade Representative William Brock, and Fed Chairman Paul Volcker. Yet the entire North American membership of the Trilateral Commission has never numbered much over 100.
The reason that presidential candidates’ promises of “change” go largely unfulfilled once in office: they draw their top personnel from the same establishment groups — of which the Trilateral Commission is only one.
Chief among these groups is the Council on Foreign Relations (CFR), the most visible manifestation of what some have called the American establishment. Members of the council have dominated the administrations of every president since Franklin D. Roosevelt, at the cabinet and sub-cabinet level.

ONE OF REAGAN'S PRIMARY CAMPAIGN AGENDA'S WAS TO CLOSE DOWN THE FDOE! The why did he appoint someone like Terrell Bell to head the agency?
This move, making his selection that of a career educator (Terrell Bell) to preside over the Department which in itself was already "unconstitutional" under the law and then after promising to abolish the department makes it look like he was trying to serve both sides of the "spectrum or was it just another play at "doublespeak"?
Bell was a friend to all these groups - In this matter of "preserving the "federal role" education interest groups understood themselves to be in a crucial battle for preservation of their own power and influence. Education Week, February 2, 1982, reported that the "slumbering giant" of education lobby groups under the umbrella of the Committee for Full Funding of Education Programs had grown "fat and happy" from their successes with the Carter Administration and were caught off guard in the fight over President Reagan's first year proposals for block grants and budget reductions. Now, they had revived their political network of 80 education interest groups to prevent any further erosion of their interests.
